Finland Attributes Parliament Attack to APT31

After a long period of case review, along with cooperation from partners abroad, Finnish officials have formally blamed the cyber attacks against their Parliament on the Chinese state-sponsored hacking group APT31, as reported by TheRecord. This finding seems to have surprised many experts who were expecting the attacks to be linked to Russia, like the Norway hacks in the fall of 2020. The Finnish attack resulted in theft of emails from some members of Parliament.

Analyst Notes

Formally attributing a nation-state attack to a foreign power is just the first step in punishing and deterring nations from attempting attacks like this. Binary Defense hopes that more countries will come together to bring consequences to nations that engage in attacks against government and private sector organizations, to deter attacks in the future.
