Russian attackers were found to have been targeting Ukrainian government and military organizations prior to the November 25th incident which led to the Russian seizure of multiple Ukrainian Naval vessels. The attacks appear to have been focused on the exfiltration of data and not on disruptive actions. If any of the targeted data included plans for that transportation of the vessels to the Sea of Azov, it could challenge Russia’s position that it was a chance encounter and that Ukraine initiated the current tensions. This would not be the first time that Russia has utilized cyber-attacks ahead of real world military operations.
