Ukraine Struggling to Defend Against Russian Attacks Because of Poor Coordination

According to statements made by members of the Ukrainian government, the nation has been lacking in their ability to coordinate on cyber-defense.  The heads of many Ukrainian agencies have been focused more on fighting with each other and blaming each other for security failings.  The turf wars and blaming of each other have not stopped during visits from NATO partners interested in helping the Ukraine either.  While the Ukraine has worked to bolster their cyber-defenses and have agencies dedicated to cyber-security, their lack of coordination and a common goal have kept them from being able to adapt to changing cyber-tactics.  This makes them an even easier target for attack from both Russia and any other nations wishing to do them harm and means that they are likely to continue to suffer from large cyber-attacks for the foreseeable future.
